将 b 中较低的单精度 (32-bit) 浮点元素的指数转换为表示整数指数的单精度 (32-bit) 浮点数，将结果存储在 dst 的较低元素中，并从 a 中复制较高的 3 个包装的元素到 dst 的上层元素。本质上，此内部函数计算下层元素的 floor(log2(x))。
